As to your fax 01 July 97; > 1) The Sony receiver and speakers can deleted from the bill and > returned to us if you feel that you already have what you need at CFFF > to be able to monitor the transmission signal. It was not clear at the > time of the install that you did not need this equipment. We are sorry > for any miscommunication that occurred. 1) Trent Radio will purchase the Sony receiver and Minimus speaker pair as invoiced. What was expected was a fixed tuned rcrvr at Trent Radio House, driving a signal strength and modulation monitor system in compliance with Industry Canada's standards. I have cancelled the order for this (see below). However, as they may come in handy, Trent Radio will purchase the Sony receiver and Minimus speaker pair as invoiced. > 2) The price of the Cablewave antennas was mentioned in Barry's budget > update letter dated January 29th, 1997. "Buy and install overhauled > replacement antenna on CHEX tower ($1,500 net)". CFFF was charged > $1,200 for the two antenna bays. Included in this price was trade-in. 2) I'll assume that Promethean has made a trade-in credit of $300.00 for the old Phelps-Dodge ECFM-2 tuned to 96.3MHz against the replacement antenna rig price of $1,500. The invoice indicates a "net" price of $1,200.00. This is acceptable to Trent Radio. > 3) The details of rush charge for the purchasing done on the Easter > weekend was discussed with John, Gord and Darren. The advise me that > the reason the ordering was done in a "just in time" fashion was due to > the fact that Promethean had not received revenue up front for the > materials. To order the materials well in advance, the suppliers > (Sinclair, Andrew and Cablewave) > would have needed some portion of the > materials bill "up front" at the time of order. However if you feel that > this charge is completely unfair we can > delete from the bill. 3) Rush Charge. From Trent Radio's point of view; a) The funds for the project have been available for disbursement since April 1996. b) The CRTC granted the licence for the project 20 Jan 97. c) As of the end of January 97, Promethean had undertaken to make the modifications in mid-March. This was delayed to make repairs to the TVT PSU. I would have though that all antenna parts would have been in Promethean's possession for the mid-March date, whatever the status of the PSU. d) Due to the PSU problem, it was agreed that modifications and rigging specifically were to occur on 27 March. This did not take place on this date ... i In my personal conversation with John Matthews at the Promethean workshop, after the PSU problem had been discovered, John assured me that all other components and specifically the replacement antenna were completely ready. ii Although on Tuesday, 25 March 97, Promethean cited a weather forecast indicating freezing rain for this date, my check of Environment Canada's web site on 25 March, predicted sunshine, no wind and a high of 10 degrees centigrade for 27 March 97. In fact, 27 March was sunny, with low wind and the high reached 12 degrees. It was during this telephone conversation it transpired that Promethean was not ready to rig whatever the weather. iii Further it was indicated that the "insulator" for the antenna was a low cost item ($40-50) ... although an order of six or more was required to obtain this item at this price. iv In conversation with John Matthews, I suggested that an existing ECFM type antenna that Promethean had in stock could be cannibalised for the parts if Promethean was having difficulty in immediate sourcing. He agreed. v Subsequent to this I talked with Gord (Friday, 28 March). My impression was that he was unaware of my previous conversation with John Matthews, he did speak of having to go to the airport, however. My empathy may have been misinterpreted as an approval. e) Promethean never asked for "up front" money beyond the purchase of the TVT. During a meeting with John Matthews and Barry Rueger a 10% prepayment ($1,200 - $1,500) was offered and declined. f) I had gone along with Promethean's purchase of materials rather than Trent Radio making the purchases directly, to provide Promethean the opportunity to establish a "purchase history" with suppliers. It also seemed wise to have the items ordered and accepted by the people who were actually going to do the install. It s/b noted, however, that Trent Radio is more than comfortable making purchases directly, or through a university purchase order or through our brother broadcasters here in Peterborough. My conclusion is that I was assured that the antenna system was completely ready at least three weeks prior to the crisis, and thus it is completely unfair to assign rush charges to our account. > 4) Regarding the wattmeter elements, the 500w element that CFFF has > purchased from us and the 100w element belonging to CFFF will be sent to > CFFF either by mail or when John Matthews makes the return inspection > visit. I apologize for saying we took the 100w element as a temporary > trade-in > for our 500w element left on site. In fact, Darren > accidentally packed CFFF's 100w element in the Bird Wattmeter kit. John Matthews did make several > budgets for you in advance of this project being done, and the budget > figures you have may be lower than what appears on this bill because > they were from several years ago. We have priced the market for rigging > and fell our prices come under the going rate. 5) I was using my recent correspondence with Promethean through Barry Rueger, rather than historical documentation. My comment is more a symptom of the confusion losing Barry as my Promethean contact. I do understand that rigging is dependent on many things. > 6) As far as make-good work goes, we didn't put the transformer box > on the bill dated April 11 because is wasn't installed at that point. > Since you don't want it, we won't supply or bill you for it.
