FREQ & POWER BULLETIN - 13 MARCH 97

SUMMARY of Interruptions per Frequency and Power Changes: Thursday 20 March OR Friday 21 March Sporadic Interruptions with a Substantial off air period. Thursday 28 March through to Tuesday 1 April 97 Sporadic breaks becoming continual interruptions. Wednesday 2 April 97 ON & OFF AIR ALL DAY on 92.7MHz. REGULAR PROGRAMMING PRE-EMPTED for Test Programming. Dear Programmers et al, Word reached me today that the problems with the new transmitter's power supply are on their way to being fixed, and with that seemingly in hand we have re-scheduled our transmission testing day with Industry Canada's Spectrum Management people for Wednesday 2 April 1997. In addition to this bulletin I have prepared a "backgrounder" on the specific problems which caused the delay and a schedule of the technical work ... I shall send them along separately. The delay means a new schedule of potential and anticipated interruptions to regularly scheduled programming. So once again I beg for your patience and put before you what I know and can predict today for the final stages of the move to 92.7MHz. The postponement puts the period of disruption and at even more busy time for students, however, I really do think we should "get on with it" rather than wait until the end of the Spring season which concludes 28 April 1997. I shall make every effort to advise of any changes as soon as possible. Please understand that some elements of the install and durations of test time can only be predicted until we are some way into the job. I'll ask everyone involved to try and keep apprised of things as they develop and we'll need Operators in attendance during the change over period. With this in mind please give Barb Woolner (Programme Director) lots of notice of any troubles you may have in making it to your air times, and make sure you have a back up tape available here. This is going to be an exceptionally challenging time for all - lots of hurry up and wait. Schedule of Anticipated and Potential Interruptions: *** Thursday or Friday Afternoon - 20Mar or 21 Mar 97 *** Sporadic Interruptions with a Substantial off air period. The length of the 'off-air' period is dependent on how well the work goes. It might take twelve hours. Programmers who think their broadcast maybe pre-empted could call in. Thursday's Operators are Emily Watkins (Noon-5pm) & Brenda Harriman (5-10pm) Friday's Operators are Bryan Oliver (Noon - 5pm) & Danielle Tassie (5-10pm) They'll be able to pass on info as it becomes available. The new transmitter is to be placed and wired. For a period the old transmitter will be shutdown and the new one fired up to do tests. Afterward the old transmitter will be put back into normal operation. *** Thursday through Tuesday : 27 March - 1 April 97 *** Sporadic breaks becoming continual interruptions. We may try to get a head start on the work scheduled for Monday and Tuesday. The work and potential for interruption will intensify as time goes on. Given fair weather or foul, the new antenna is to be hoisted 200 ft up the CHEX tower and secured. If indicated a new transmission line will be run up the tower in parallel to the existing line which will be stripped off once the new line is ready and working. There will be interruptions as various components are replace, tested and made to work. The old antenna is to be detached and dropped during this time. This is where we hope to say so long to 96.3MHz *** Wednesday - 2 April 97 *** ON & OFF AIR ALL DAY on 92.7MHz. REGULAR PROGRAMMING PRE-EMPTED for Test Programming. Test broadcast on the new frequency this evening. Test Programming should be music and IDs not less than every fifteen minutes with explanations of what the hell it is we're doing. *** Thursday - 3 April 97 *** OFF AIR depending on how Wednesday's work goes. Period following: Industry Canada Test period may last for some weeks *** after the switch over on 2 April.*** During this period Programmers are asked to give an ID *every* fifteen minutes. The ID should include the call letters, frequency and our location. The following should suffice; "This is Trent Radio broadcasting on 92.7 megahertz from Peterborough, Canada ... " During the test period Industry Canada may direct us to make modifications which will require us to shutdown on 92.7 and go back to 96.3 until the changes are effected. This bulletin supercedes all prior information.
