LICENSE TO CARRY ON A PROGRAMMING UNDERTAKING (RADIO)



        Issued in accordance with the provisions of the broadcasting Act,

        and the Regulations made thereunder.



        TRENT RADIO



is hereby authorized to carry on an English language FM radio programming

undertaking at



Peterborough, Ontario



with local programming 



and programs received from any Network, except as prohibited in the

conditions to this license. 



        This license includes authorization to make use of any subsidiary

        communications multiplex operation (SCMO) channel included within

        the main channel, except as prohibited in the conditions to this

        license.



        This license shall remain in force from



                1 September 1993

                     UNTIL

                31 August 2000





on payment of the prescribed annual license fees.



        This license is not valid during any period while the associated

        broadcasting certificate(s) issued under the Radiocommunication Act

        is (are) suspended or revoked.

Promise of Performance



1.   ... This license cannot be transferred or assigned.



2.  It is a condition of license that the licensee adhere to the Canadian

    Association of Broadcasters' (CAB)  self-regulatory guidelines on sex-role

    stereotyping, as  amended from time to time and approved by the commission.



3.  It is a condition of license that the licensee adhere to the provisions

    of the CAB's Broadcast Code for Advertising to Children, as amended

    from time to time  and approved by the commission.



4.  The licensee shall not affiliate with or disaffiliate from the Canadian

    Broadcasting Corporation without first having obtained the written

    approval of the Commission.



5.  It is a condition of license that the undertaking be operated on the

    basis of the contours and particulars contained in the approved

    application, except as  otherwise authorized by the commission in

    writing.



6.  This license is also subject to any other conditions of license which

    are specified in the last renewal decision or, if there has been no

    renewal, in the  initial licensing decision and in any subsequent

    written approvals granted during the term of this  licence.



CONDITIONS FOR FM STATIONS ONLY



7.  It is a condition of license that the licensee not use its Subsidiary

    Communications Multiplex Operation channel to distribute ethnic

    programs, where the time devoted to these programs represents more

    than 15% of the broadcast week and the licensee's service area

    overlaps an area already served by an ethnic station without the prior

    written approval of the Commission.



    Service areas will be considered to overlap where they meet the

    criteria set out on page 8 of Public notice CRTC 1989-23



    "Broadcast week", "ethnic program", "ethnic station"  and "subsidiary

    communications multiplex operation channel" have meanings set out in

    the Radio Regulations, 1986.





8.  It is a condition of licence that the licensee comply with each section

    and subsection of the promise of performance, subject to the conditions

    of license set  out in the most recent renewal decision or, in the

    absence thereof, the initial licensing decision, and  that the licensee

    obtain the prior approval of the  commission before broadcasting any

    program that  constitutes a variation from any section or subsection

    of the said Promise of performance.



CONDITION FOR FM STATIONS SERVING MARKETS OTHER THAN SINGLE-STATION MARKETS

(Public Notice CRTC 1993-121)



9.  It is a condition of the licence that the licensee refrain from

    soliciting or accepting local advertising for any broadcast during any

    broadcast week when less than one-third of the programming aired is

    local. The  definition of local programming shall be set out on page 8

    of Public Notice CRTC 1993-38, or as amended  from time to time by the

    Commission.
