Before returning to private practice he acted as the City Solicitor for the City of Peterborough for a number of years. At a community meeting held in on 27 February 2001, Mr. Taylor expressed his deep concerns about the long term implications of what is happening to Trent and how these changes are being carried out. For example, last year the city made some changes to the Official Plan which provides for rezoning of Trent properties without consultation with those who would normally be considered interested parties, neighbours, and nearby property owners. To this end, Mr Taylor is party to a legal challenge of the city's actions through the Ontario Municipal Board, and was to prepared a letter (see below) inviting those who might be interested in participating -- providing evidence as to why the rezoning will be of adverse affect. From Trent Radio's point of view, it has been expressed that the change in zoning from Universities and Colleges to Commercial will adversely affect Trent Radio's situation as having a "real" as well as spiritual foot in both the Trent and Peterborough communities. Through the support of students and the community at large, we bought and paid for the opportunity to develop our mission from an accessible downtown location, while remaining in the Trent milieu. It is as hard to imagine Trent Radio without the support of Peterborough various communities as it is without that of Trent students. The concern over the long term is that *if* Trent U fully abandons Peterborough, there will eventually be pressure from students (our sponsors) for Trent Radio to vacate its present location in favour of a facility on the Symons campus. Part of Trent being in Peterborough provides Trent Radio the opportunity meld some wonderfully common goals from seemingly disparate interests. This specific provision of the Official Plan contemplates the consolidation of Trent Colleges to the main University campus. The conversion policies identify that general office and clinic uses on the Peter Robinson College properties will be permitted in the future. Hospitality uses such as resturants and inns as well as places of assembly will be permitted on_*both* the properties of Peter Robinson and Traill College. Neighbours may be unaware of this new policy document. A re-zoning is required in order to actually specifically zone the properties to these particular uses. However, a zoning by-law must conform with the approved policies of the Official Plan. Accordingly, the policy document is very important in guiding and governing future land use and re-zonings. The Policy document also indicates that where a zoning by-law amendment is required the submission of a planning analysis in accordance with the provisions of the policy is required in whole or in part. I have filed an appeal with the Ontario Municipal Board as it would relate to these conversion policies. The basis of my appeal is to assess the subject conversions and identify that the priority use should be for residential forms of land uses. This could include apartments or retirement homes. Another concern outlined in terms of the appeal is that if any part of the Colleges is to be converted to commercial uses then a proper land use planning analysis including traffic identification and traffic generation (as well as impact on abutting properties) must be addressed at *this* stage in the land use planning process. If there are any property owners in the vicinity of Peter Robinson and Traill Colleges who are concerned by this proposed policy initiated by your City Council then please contact me.
