For some reason Trent Radio scored low on the HRDC analysis this year. It would be wise to discuss this with them prior to applying for the 2004 Summer grant. The Summer Programme Hiring Committee met and interviewed three candidates, deciding upon Keren E. Ms E. has done an excellent job (see attached report) including dealing with a disgruntled programmer (see same attached report) 02 Programme Director re-starts: Laurel Paluck re-started work as PD on 28July03. I have been working with her preparing for the Fall Season 03 Trillium Progress/Planning Report As at 31 July 03 a total of $12,602.16 has been spent since 15 Mar 03, and is detailed in the "Disbursements of Trillium Funds to 31Jul03" report (see attached). http://www.trentu.ca/trentradio/governance/bodmins/_030731_gm_trill_rep.txt Most of this $8,055 represents digital ingest labour, while the balance comprises $2,300 for new PD & GM computers, installation (tutoring) fees paid to reBoot North, the purchase of plastic storage tubs for the CD collection. The amount for the computers and the storage tub were reported to the Board at the meeting held on 24Apr03 but were not included in the previous "Disbursements" report. With some modification the current plan is to a) operate two computer based loggers, and replace the unit used for this and a second machine given to Barb Woolner with the two refurbished computers detailed above. b) Employ reBoot North (http://www.rebootnorth.org/), to help with setting up studio computers and to develop the SQL finding aid for the archive collection. Note: reBOOT north is a not-for-profit organization providing computer hardware, networking, training and technical support to charities, Work on the finding aid should proceed over the end of the summer and early Fall 2003 Season. It will take me some clear time to specify the finding aid system, which is necessary for work to proceed. Two results of the work of reBoot are a "@trentradio.ca" mailserver and a second hand HP lazer printer ($50) being tested at Trent Radio House. Ripping is proceeding very well and in the last months Jill Staveley has consistently exceeded the projected theoretical maximum of 93 CDs/day. As at 27Aug03, 9,475 CDs have been ripped and encoded resulting in 106,166 files or tunes. It is anticipated that the 12,000 CDs set for processing in the first year of the Trillium: Studio C Project will be completed by 11 Oct 03 (Thanksgiving) and the entire archive will be completed by the end of Oct 2003. It is anticipated that the entire CD collection will use up just over half of the network attached server's capacity. No LP ripping has taken place over the summer, as had been hoped. On 30June03, I received a series of email messages from the network attached server, reporting that one of the eight hard disks had failed. I emailed the supplier and in 48 hours a replacement hard disk arrived from Texas for installation. During the trouble our data was still protected by the system's primary redundancy. I was impressed with how quickly the problem was fixed. 04 Highspeed Internet from PIPCOM: This is pursuant to Trent Radio becoming a wireless broadband Internet hub site for PIPCOM. In return we will receive high speed Internet service at no cost. This is now a "go" from PIPCOM. They are organising the equipment and installation of a tower, to be placed at the rear of Trent Radio House. 05 Transmitter repairs: As reported to the Board on 24Apr03, our transmitter is being repaired by Gary Hooper, P Eng (Thornhill, ON). Our transmitter was exchanged for a 100 watt monophonic "loaner" on Wed, 09 Jul 03. We were awaiting an estimate from Mr. Hooper, but we have a ballpark amount of $4,000 to $5,000. As of today we are operating with about 400 watts base power and in stereo. Mr. Hooper is awaiting parts for the FM oscillator module and we will need to purchase a band-pass filter to spurious indermodulation products cause by our location at the CHEX TV site. It is now expected that repairs will be complete by the end of September or middle of October. We are licenced to broadcast with a bas power of 500 watts, and until repairs complete our stream and reception in some areas will be marginal. 06 Shutdown Maintenance Trent Radio signed off for the summer on 15 August 2003 and is scheduled to start the Fall PreSeason on 01Sep03. The interior of the house was cleaned by Phil Abbott and Kinya Fujiwara under the direction of Keren E, the Summer Programme Coordinator. As per usual, all studio equipment has been removed for repair and maintenance. New computers and systems will be setup as the season progresses, starting with Studio A. 07 Full Moon Radio Camp The Full Moon over the Maritimes was a great success. Trent Radio subsidised registration for Laurel Paluck and Jill Staveley $250 each towards the $325 cost. This year's event included teaching and training from producer Chris Brookes, and artist Rita McKeough, as well as Acadian storyteller and Radio Canada producer, Bertholet Charron; artist Peter Fleming; and Mount A profs, Lorne Altman (music composition) and Helen Pridmore (vocal performance). 08 Ontario Work Study Programme Trent Radio has been granted a total of $4,000 to allocated according to the report attached. 09 Other Items & Surveillance Information a) We received a phone call from Target Broadcasting is regards to a Cogeco Internet campaign. In summary the proposal is for two, four week periods in Sep03 and Jan04 - a eighty, 30 second messages. The net would be $1,250. b) The Peterborough Folk Festival requested that Trent Radio co-produce this year's event (Fri 22Aug - Sun 24Aug03) in order to help them with an insurance issue. PFF is unincorporated, and has usually had its insurance covered through the Peterborough Arts Umbrella. Unfortunately, the PAU is in the midst of some recent and acute organisational changes which preclude securing insurance coverage for the PFF in time for the event. The specific need was to cover the PFF gala on Fri, 22Aug03 at the ShowPlace facility. The PFF people tell me that the gala is a crucial fundraising component for the weekend event, and that they may be forced to cancel the festival if no insurance and at a reasonable cost can be found. Following discussions with Ryder Ziola, Trent Radio proceeded with "co- production" of the event on a one time basis. The festival ran with no incidents. c) The City of Peterborough's decision to include the "south garden" in the severance of Sadlier House has led the party who had an accepted offer of purchase to withdraw from the deal. The Downtown Student Facilty Trust is pursuing the purchase of the property. d) The VHS tape rewinder failed after five years service and was replaced for about $14.00 e) Jill Staveley and I volunteered to do the sound for the two Lakefield Literary Festival. http://www.lakefieldliteraryfestival.com/ Although it wasn't an official Trent Radio thing, the organisers liked the sound, and TRadio was thanked at the end of each event. f) Financial Statements have not been included in this report. We've been having some difficulties on Fridays having to do with some kids (Kiwi, Spitz, Century, among others) who have been associated with the freestyle show. Their first and only show was a nightmare, offensive content, swearing, etc. Neither of us really want to babysit the show and constantly censor content and he seems to be not willing to do it himself. Keren E Summer Programme Coordinator 07 Summer Programme Coordinator's Report for Trent Radio Board Meeting 29th Aug 2003 Prepared by Keren-Happuch E, 28th August 2003 Trent Radio's Summer Season began on 4th May and ended on 16th August. Programming was cancelled on 14th and 15th August due to major power outage. and ended on August 16th. I began my position 19th May. Priority upon starting this position was getting all EPs together for a meeting to discuss ideas for summer programming. All EPs this summer were keen on contributing and their enthusiasm made it a fantastic season; many EPs were involved in organizing and helping out with the various Project Days and workshops. Various issues regarding difficult programmers (i.e. incident with Friday programmer who had problem with obscenity and vulgarity on-air, and Sunday programmer who had issues with censorship and freedom of speech), allowed for EPs to work more closely and led to many useful discussions regarding programming in Trent Radio and handling different programmers. There were many new programmers initiated into the wonderful world of programming this season and who have expressed interest in carrying on. All in all, this season went well, all thanks to the EPs and programmers, as well as operators at large and other Trent Radio members who were willing to lend a hand in making activities happen. Proposed programme is focused on life of guinea pigs, specifically, stories with factual information about guinea-pigs, historical origins, as well as advice on care for guinea pigs. Verbal proposal of five minute segment in show, "Pig of the week" on May 2003. Attachment 1) Incident Report - Nathan Rambukkana prepared 17Jul03 Incident Report, Sunday July 6th, 2003 On Sunday July 6th I was subbing for Sara and Gord as Executive Producer. Nicole Maggio showed up just after 5:30 for her show, and due to our previous discussion in committee I monitored her show for inappropriate material. This particular show featured her insulting the listeners who didn't agree with her subject material (calling them Communists) and specifically targeting PCAP (which she maintains stands for Peterborough Communists Against Prosperity) and the members of the PCAP squat. She also made fun of the specific members of PCAP mocking their homelessness, and praising City Counsel for evicting them. She also insinuated that gay marriage was a bad idea, without saying so in so many words. Following the show, which I found particularly offensive, I went to the booth to prepare the next show. I told Nicole that her show should really end 5 minutes early with a long song so that the next programmer could get ready. Honestly I was quite angry at this point, and really had to fight my inclination to slam off the PCAP-member-mocking song that she had finished her show with and that was now spilling over into my time-slot. After this I told her that on a personal note I hated her show. I told her that also I thought the show had some good material, I though that it was ignorant, ill informed and I believe irresponsible. As someone whose life has been touched by poverty, I found her comments both disgusting and personally offensive. I was very very angry and shaking. I did not raise my voice and I cannot remember exactly what I said. She looked smug for the first part of what I said, and then expressionless. I then informed her that I would be doing a special show on PCAP and trying to include some actual information, and invited her to listen to it. She said she would. And motioned to leave. Finally, I noticed she had a water bottle sitting on the console. I gave it to her and told her that on an official note, if she did that again her show would be off the air. She said she didnt know that was against the rules, and I informed her it was. She left, I began to she up my show. She returned 2 or 3 more times to the booth gathering her music things that she had forgotten. After that last time I slammed the door after she left. I regret my harshness in this but this was my own personal disgust with what she was saying, and should not reflect Trent Radio. I take full responsibility for my actions of looking and sounding angry and slamming the door. As for threatening to remove her show from the air if she made a second (noticed) serious infringement of the rules of the station for protecting its very expensive equipment, I stand by that. Subsequent to this matter, we discussed these events in our committee meeting, and decision was reached to continue to monitor her content. After her latest show, (which had an undertone of attacking Trent Radio as an institution) the Executive Producers invited her to stay and discuss her content, which differed significantly from her stated content. She refused to stay. The last I heard she was being invited by email to discuss her show with the Programme Coordinator and Executive Producers, with the consideration that if she failed to do this it would be a breach of programmer accountability and subject to corrective action. If she attended this meeting, the understanding I have is that her programme would continue until the end of season. As far as I know she still has a programme. Compiled by Nathan Rambukkana 17 July, 2003 *** Attachment 2) Incident Report - Sarah Mackillican and Gord DeVillers prepared 17Jul03 Sarah Mackillican and Gord DeVillers' Report on "The Guinea Pig Half Hour". July 17, 2003. We were given Nicole Maggio's proposal on May 11th and we thought her show sounded interesting so we decided to contact her. Nicole's first show was on the 18th and minutes before going on air she told us there would be an extra segment in her show entitled the "Pig of the Week". She told us it would be five minutes and would be related to current events. We decided it was ok. As her shows progressed the guinea pig content was replaced with her political opinions. We began to realize that she would not think twice about making discriminatory comments. When someone complained to Trent Radio about Nicole's posters for her show (Nicole holding a gun) we decided it would be a good time to broach the subject with the other executive producers. At the next EP's meeting we discussed about Nicole. We (Sarah and Gord) decided to wait until Nicole said something discriminatory before we addressed our concerns to her. At this point (mid June) about 50% of the content was guinea pig related. While her political opinions were belligerent and aggressive we respected her desire to express herself. On July the 6th we were out of town and Nathan Rambukkana filled in for us. Afterwards he told us that Nicole had been ridiculing gay marriages, and ridiculing the homeless. Sarah and I decided that we had to stop all the political content in her show so on July the 13th, With Keren E, we waited to have a meeting with her after her show. At this meeting we planned to tell her that her show must now be 100% guinea pig content. She refused to talk with us, but we did get across to her our concern about her guinea pig content level. At this time Nicole said that Keren had approved her "new and improved show" (July 13th was the first episode of this show and the show was 0% guinea pig, 100% politics). After Nicole's show Sarah went on air for ten minutes and addressed comments made during Nicole's show that she felt were uninformed or untrue. On Monday the 14th we sent Nicole an email requesting a meeting sometime during the week. The next we heard about her was that she had written a letter to the Peterborough Examiner. We took the news that she contacted the examiner as proof that she received our email and didn't want to talk to us. We have decided to cancel Nicole's show because of her refusal to talk with us to discuss the guinea pig content in her show. *** Attachment 3) Phone call with Erika Tustin - Keren E prepared 18Jul03 There was a message on the machine for me on the 16th of July 2003 from a reporter, Erika Tustin from the Peterborough Examiner. The message was recorded around 10.30am earlier that morning. No reason was given as to why she made this phone call. I returned the call at 1.30pm that same day. Erika said that she wanted to talk to me about Nicole Maggio because Nicole had sent them a rather long letter. Upon inquiry, Erika revealed that the letter consisted mainly of complaints against three summer EPs, Nathan Rambukkana, Sarah Mackillican and Gord DeVillers. Nicole had also written about the way she felt targeted and singled out by Trent Radio members for her own conservative viewpoints. She had also mentioned that she felt threatened during the incident with Nathan on 6th July. I felt that I had to explain to Erika regarding the threat because I was present in the studio with the two of them. I stressed that I was not representing Trent Radio. I explained that I did not see how Nathan was threatening and how it was possible that Nicole could have been singled out. Erika then asked me if Trent Radio has any kind of censorship regarding political issues and I replied that as far as I know, Trent Radio does not have any type of censorship. Erika further tried to ask about all three EP's relation with the group in question, PCAP. I informed Erika that they are not members of PCAP. I was then asked for the reasons why both Nathan and Sarah went on after Nicole's show to talk about PCAP and in particular about Nicole's show. I explained that it was because they felt that they had to provide an alternate viewpoint and facts to what was presented during Nicole's show. I emphasised that none of it was directly at Nicole personally when Erika pointed out that Nicole felt that it was a personal attack. We also discussed about the cancellation of programs here at Trent Radio and I said that Nicole's show deviated from her proposal and that we (Sarah, Gord and I) have been concerned about some of the show's contents but had refrained from pulling the show off-air because we respected the right of individuals to freedom of speech. I also informed Erika about our attempts to speak to Nicole about her guinea pig content and her refusal to discuss this matter with us on 16th July. Prior to a conversation with Gord on 17th July 2003, I was under the impression that Gord and Sarah had tried to speak with Nicole regarding her scant guinea-pig content and I conveyed that to Erika with the intention of conveying across to her the efforts of EPs in trying to help improve Nicole's show. Gord informed me that they had not spoken to Nicole and that Nathan's incident with Nicole was probably the first. Another issue brought up by Nicole in her letter to the Examiner was that her proposal had been rejected in the fall and that was cause to see it as a form of discrimination against her. I informed Erika that Nicole's proposal was not the only rejected in fall*, in an attempt to show that we are not trying to single out Nicole. In the latter part of the conversation with Tustin, I was assured that her role as a reporter in this was to uncover as many facts and to report it in an unbiased manner. In my opinion, this lack of bias was not reflected in her article, published in the Examiner dated 18th July**. I sincerely regret my conversation with her and will be fully responsible for what I said. * Further talks with Barb Woolner revealed that Nicole's proposal had been rejected in the fall due to the absence of Gord Marci, the proposed co- host of Nicole's show, in meetings with the Program Director and General Manager regarding the proposal and subsequent scheduling conflicts. I understand that among other things, they are concerned that the subject matters covered in your broadcasts on 06 July & 13 July 2003 was at great variance to the Programme Proposal you submitted earlier in the season. The programme proposal that you completed, and signed on 19 April 2003, provides that you acknowledge that programming and the use of Trent Radio's facilities are a privilege, and that as a programmer, you are in a position of trust. In addition, item #3 of the Programmer Pledge section of the Programme Proposal states that you; "... shall abide by Trent Radio policies, guidelines and direction of staff." Clearly a situation wherein you do not meet with, or contact your Executive Producers when asked by them to do so is a problem. I am writing you to advise you that effective immediately that; "The Guinea-Pig Hour" radio programme is suspended, and. any negotiation or further dealings you might wish to pursue with Trent Radio should be done directly with me. I am also writing to request that you meet with me at Trent Radio House, on Sunday, 20 July 2003 at 5:30 pm to discuss your programme and other related matters. To be qualify students must be eligible to receive funding from the Ontario Student Assistance Programme (OSAP). There are no fundamental changes this year over last which saw a "Trout Rodeo" editor, digitising work for the archives, and an increase from 7% to 9% for EI and Vacation Pay coverage. Spoken Word: The specific job descriptions developed according to recommendations made by the 1997 Archive Leader, Brendan Edwards, with distinct positions for a leader; data entry; and materials prep and classification.
