TRENT RADIO MINUTES 13 June 1997 MINUTES OF A MEETING OF THE BOARD OF DIRECTORS OF TRENT RADIO, held at 640 Reid Street, Peterboro Ontario, on 13 June 1997. P R E S E N T: Barb Bell, Emily Watkins, Franca Cioffi, Andrew Fogarasi, Dean Girard, Lisa Howard and Danielle Tassie. R E G R E T S: Barb Bell and Franca Cioffi Also present: Ryan Cavanaugh Co-op Student; & John K Muir, GM The meeting was called to order at 2:25 p.m. with Andrew Fogarasi acting as Chair and Lisa Howard acting as Secretary. Minutes: Upon a motion duly made seconded and carried the minutes of two previous board meetings held, April 4, 1997, and May 9, 1997 were accepted with minor changes. Financial Report: There was no financial report. Business Arising: Trent Radio's parting gift to Scott Gordon consisted of two books by Milan Kundera. Summer Programming Administrator's Report: Danielle Tassie reported that the summer schedule is almost finished. A daily environmental show is in the works. The meeting will be potluck. The first meeting was held on the 29th of May. It was suggested that children's programming be publicised. It was noted that a press release would be made. John Muir and Danielle would like to pursue a collaboration with T.C.C.B.E. (The Trent Centre for Community Based Education). They are planning to meet with Leslie Woolcott (a representative of this organisation). Danielle is also interested in a T.R. event involving go-carting, but suggests that it may be too expensive. Summer Programming Committee: The summer Programming Committee will meet on June 17. Danielle attended the N.C.R.C. conference. She found the editing and soldering workshops quite useful, but was less impressed by voice and body workshops. Dean Girard is trying a new format for his Community Links programme. He is soliciting short commentaries from community representatives. e.g. he sought feedback from the social planning council as regards their views on fingerprinting welfare recipients. The new format would involve five minute prerecorded segments. Short book reviews are also being aired as a part of summer programming. Upon a motion duly made seconded and carried the Summer Administrators report was passed. Membership & Fundraising: Steve May would like to do a car wash as a fundraising event. He will contact Barb Bell and discuss the possibility of this kind of event. Dean is working on tickets for a Sadie Hawkins benefit. General Manager's Report. Trent Radio received over thirty applications for an administrative position which related to programming. Danielle Tassie was hired for this position. A hiring committee of Lisa Howard, John Muir and Andrew Fogarasi has been struck to fill a second position which would have to do with Physical Plant i.e. caretaking or maintenance. Tony Tarle is on the verge of finishing the sponsorship guide. Trent radio hopes to install two SP25 turntables (donated by C.K.P.T.) shortly. An on-line logging system is also in the works. Ryan Cavanagh is leaving us. He was our very competent co-op student. He will be missed. John reported that we may not have filed the final report for a long ago C.R.O.P. grant. This will cost if we don't find the report. John is looking into this. John reported that we will be calling for bids for the supply of computer equipment (to be used for digital audio) to be paid for by cash and sponsorships. Digital audio will be used where programming needs precise editing and for creative programming. We have not received notice that we have been granted final approval for our license from Industry Canada. John intends to pursue this. Seven O.S.W.P. positions were filed for production assistants. John reports that the provincial government has reduced the amount paid to each student from two thousand dollars to about six hundred per student. Trent Radio will underwrite the N.C.R.C. workshop fees for Danielle Tassie and Barb Woolner. Nicole Bauberger has agreed to change the outside sign to reflect the frequency change from 96.3 to 92.7 F.M. Danielle suggests a fish tank would improve Trent Radio's decor. It was noted that labour day will be early this year. This means that the school year and fall programming will have to begin early. A concert is being planned as a cultural outreach event at the Gordon Best Theatre involving a band (Imbayacuna) from Ecuador. Andrew Fogarasi has agreed to contact the manager of the Gordon Best Theatre. Sponsorships: John has created a set of guidelines for sponsorships. The restrictions for sponsorships include: no dramatisations, sound effects and would restrict sponsors to simple statements of support only. No brand names, but instead business names would be used. No mention of convenience or desirability would be made. Nor would imperatives be used. It was noted that Trent Radio does not aim to be in competition with commercial radio. John produced a sample sponsorships i.e. a statement of support and sponsorship rate card. Upon a motion duly made seconded and carried the board accepted the General Manager's report. The board thanks Ryan Cavanagh for his amazing work and Steven May (for selling T-shirts). It was noted at this time that John Muir and Andrew Fogarasi will be looking into religious programming as a way of diversifying Trent Radio's sources of income. The next meeting was scheduled August 15th at 2:00 p.m. at 640 Reid Street. There being no further business the meeting was adjourned at 4:10 p.m. ::: Summer Programme Administrator's Report: 13 Jun 97 Summer Schedule: The summer schedule is almost done. It just needs to be laid out in poster form, and printed up. I will spend time next week to prepare it to be sent to the Trent U print shop. It should be getting that out there in about ten days. [note] it takes two days for things to clear the print shop Daily Environmental Show Added: I have started an environmental hour each week day "Mother Earth RAdio", from 4 - 5pm, using Trent Radio's environmental tapes and special lectures from the spoken word archive. It is also open for people wanting to produce eco programming over the summer. Norm McHardy and Bill Thompson have done eco interviews for this show. Summer Programming Committee: There has been one Summer Programming Committee meeting, held on 29 May 97. The next meeting is a potluck/meeting at on 17 June. See the Minutes (attached) for details. Summer Social: We were planning a Summer Social of go-kcarting, but it turns out it is fairly expensive. While I am bargain hunting for that, I'm also looking for an alternative - hopefully in the next week. Radio Days and Special Programming: Preparations are underway for the first Radio Project Day of the summer; "Spirituality Day" on Wednesday, June 25th. I've had posters and a PSA made, and some people have already planned shows. The Radio Project Day for June is to be "International Day", with a potluck and Open House as well. Also, the first week of July will feature children's programming each afternoon. This is scheduled for 2-4 Jul & 7-11 Jul 2hrs each day. Sahver Kuzucuoglu came up with both of these wonderful ideas, and will act as producer for them. Trent Centre for Community-Based Education: I emailed John Wadland to express Trent Radio's interest in making some collaboration and programming with the (TCCBE). John wrote back to say that they would indeed be interested in discussing this with us, and suggested that I get together with Leslie Woolcott to talk over what we feel would be the most appropriate ways to proceed. Leslie could bring some proposals to the next TCCBE Management Committee, scheduled for the end June. Leslie and I are going to meet up next week, and get more information on what this program is about, and how Trent Radio could become involved. Summer Office Hours: Monday to Friday from 12 noon, until 4:30. These are the day time hours, if people are interested in Studio B booking etc. . Summer Schedule: This week was the deadline for programming info to be in, so everything can get on the super cool summer schedule poster. If times and shows have changed since, e-mail me (dtassie) or call the station. Special Radio Project day for June: Wednesday, June 25th from noon til midnight is "Spirituality Day", there's lots of spots open. I'll send more info on this in it's very own e-mail. Trent Radio Summer Socials: Go-Karting was the activity of choice for the first one. I have since called about booking an evening at Wild Water and Wheels (wooohooo!) and am just waiting to hear back on group rates. ` Steve May had a great idea for fundraising, and that is to have a Trent Radio car wash. Everyone thought this sounded really cool, and that we should discuss this with Barb Bell, as she is the chair of the Fundraising committee. The next operator's meeting will be a pot-luck\meeting at my house 576 Alymer Street, Apartment 2, on Tuesday June 17 at 4pm. Dogs of course are welcome!! Happy summer everyone! Danielle ::: General Manager's Report - 13 Jun 97 Summer Career Placement Grant: Trent Radio received a total of 5,480.00 funding from the Gov't of Canada under the SCP scheme. The grant provides for 20 weeks of summer employement for student who plan to return to school in the fall. It was decided to split the weeks into 13 weeks for a Summer Administrator with the balance of 7 weeks for a Physical Plant and Technical Projects Person (PPTPP). The Hiring Committee of Andrew Fogarasi (President), Barb Woolner (Programme Director) and John Muir (General Manager) prepared preliminary job decriptions for each position. Over thirty applications were received for the administrative. The Hiring Committee appointed Danielle Tassie to serve as Summer Administrator. Her term of work will for 13 weeks commencing 19 May 1997. The Hiring Committee for the PPTPP is underway with Andrew Fogarasi, Lisa Howard and John Muir serving as the hiring committee for this position. Detailed job descriptions are attached with details of repairs and projects following. Physical Plant Other: Jim Gleason has intalled a new modern window into the south facing bedroom in the upper apartment. This leaves the last of the four windows (kitchen) remaining to be replaced. We have replaced one window year with a screen door was added last year as well. Sponsorship at Trent Radio: A plan for practice and procedure (attached), given Trent Radio policies, broadcast licence, and tower agreement with Power Broadcasting has been formulated for this initiative. It is to take effect for the Fall of 1997. The sponsorship pamphlet should be picked up from Tony Tarle soon. On Line Music Sheets: The plan is to provide programmers a way of logging the music they play, this will be data massaged into a file which anyone can browse on the Web. Bryan Oliver is working on this with us by email. See attached details. SP 25 Turntables: Mark Courneyea and I are going to make an assesment and see if it is possible to do a guerilla install into Studio A before the Shut down Co-op Student: Once again we have had the pleasure of working with a really good Co- op Student. Ryan Cavanaugh has blossomed during a very stressfull time for the organisation. His good nature and competence will be sorely missed. CROP Grant: We have received letter stating that Trent Radio has not filed its final CROP grant report. This goes back to 1994. The letter states that we may have to pay back the grant unless we file. I will look into this. Digital Audio Editing: A report has been prepared for this (attached). Trent Radio has been seeking advice from many people and sources. The plan is to proceed with a bid process with some selected local computer equipment suppliers. They will be asked to supply equipment taking payement in cash and sponsorship. Freq & Power: We have sent a cheque of $5,000 to Promethean against their bill of $8,900. A fax was sent to them at the beginning of May regarding their invoice, which they say they didn't receive. Our copy is missing. There are still some make goods to expedite and the final bill to be negotiated. Also we have not received our final approval from Indusry Canada. OWSP: Applications for 7 OWSP postiions were filed on 29 May 1997. The provicial government has reduced the amount of pay each OWSP student may receive. In general the OWSP jobs cover production, technical support, radio drama and art, publicity, and some admin support. We should hear by the end of July. Bank: We still have not drawn down the last $5,000 portion of our approved $20,000 bank loan. Some of this will be used towards the balance of the agreed upon Promethean incvoice and the purchase of computer equipment for the digital editing project. T-Shirts: Another $250 (approx) of T-shirt have been sold since the last BoD meeting. Thanks to Steve May. Signage: Nicole Bauberger will change the sign to 92.7 when she comes back in August, a budget of three days at $100 per day plus material hads been set aside for this work. NCRC: Danielle Tassie and Barb Woolner attended the National Campus Radio Conference, Women's Caucus. Trent Radio will underwrite their workshop fees. LETS: Steve May will prepare will prepare PSA promos giving publicity about the LETS system. Steve is working for LETS this summer. IBAYACUNA formerly PUCARA: It had been hoped to have this music group of Ecuadorians come back to the Market Hall on 18 Oct, this fall. Unfortunately, this is the Saturday before Trent's reading break. :::: ATTACHMENTS: SCP Job Announcement: Trent Radio is pleased to announce that is has received funding under the Summer Career Placement (SCP) programme, sponsored by the federal government's Human Resources Development Canada ministry, for the summer of 1997. There are two positions; Summer Administrator (13 weeks) and Physical Plant & Technical Projects Person (7 weeks). SUMMER ADMINISTRATOR: (13 weeks) The Summer Administrator shall be charged with organising and co- ordinating the Summer Executive Producers and other volunteers as well as acting as the liaison between these volunteers and the General Manager and Programme Director. They shall convene meetings of, and shall analyse and report on the balance of programming to, the Summer Programming Committee (all the Producers). They shall provide individual support and advice to the Summer Executive Producers. They shall the responsibility and authority to initiate and implement special programming, and shall have a hand in making preparations for some activities to take place in the Fall of 1997. The administrator shall also be charged with the general upkeep of Trent Radio House and shall ensure that the facilities are kept in good working order and that it be an area conducive to the production of effective community radio. The would include co-ordinating security and technical arrangements. Specific Duties: Prepare and Maintain Programme Logs Prepare and file Music Sheets Ensure sponsorships are logged and aired. Prepare and Maintain Programmer listing with contact data. Convene EP meetings and volunteer socials. Attend weekly meetings with the Programme Director. Respond to Summer and Fall season programme applicants. Act as Fill-in Operator as necessary. Render Community Liaison through information sessions and informal facility tours. Prepare and Distribute Summer Radio Guide. Produce Trent Radio fall pre-season and summer promos. Maintain community group announcements book. Co-ordinate and distribute a Trent Radio "intro week" sticker. Prepare training plans and book Outreach sessions. Review and revise Trent Radio "literature" Respond to email queries for the Music Director. Ensure trash & recycling is taken out & compost maintained. Prepare a report on their activities with the General Manager for the Board. Terms: Contract of 13 weeks amounting to $3,562.00 plus statutory benefits, based on 40 hrs/week @ $6.85/hr: $274/week. John --- TRENT RADIO SPONSORSHIP - prepared 3 June 1997 // jkm POLICY: Pursuant to; Trent Radio Board of Directors resolution April 1996 An Agreement with Power Broadcasting for the use of the CHEX TV tower, and, Trent Radio's Licence granted by the CRTC, and, CRTC Public Notice 1993-38 - 19 Apr 1993 Quantity & Nature: Trent Radio may broadcast a maximum 252 minutes of advertising per broadcast week with a maximum of 2 minutes of advertising in any hour. "Acknowledgements of Support" must conform to the CRTC (PN 1993-38) definition of restricted advertising: Restricted advertising means simple statements of sponsorship that identify the sponsors of a program or of the station of a live copy nature. Simple statements may NOT be dramatisations nor include music or sound effects. Such statements may incorporate the names of the sponsor, the business address, hours of business and a brief general description of services or products that the sponsor provides including the price, name and brand name of the product. Such statements must NOT contain references to convenience, durability and desirability or contain other comparative or competitive references. Intended Sponsors: It is Trent Radio's aim to solicit sponsorship from a DIVERSE group of LOCALLY owned and operated SMALL businesses, who shall be invited to show their community support through their support of Trent Radio. The execution of this Sponsorship Initiative so as to be of benefit to Trent Radio, its programmers local business and the community as a whole. This means that; a) Trent Radio is NOT in competition with commercial media for advertising revenues; b) For-profit Sponsors' messages shall indicate their support of Trent Radio and the community, rather than their specific goods and services. c) Sponsor's shall not influence ANY programming decisions. PROCEDURE: The Sponsorship Director shall be charged with all solicitation, invoicing, collection, production and preparation of all sponsorship material, subject to the approvals cited below. All messages and contracts shall be approved of the General Manager. Sponsorships for specific programmes must be approved by the Programme, the Programme Director in addition to the General manager. Scheduling shall be made on a "run of station" basis by the Programme Director. Sponsorships shall be separately clustered between programmes or between programme segments. Sponsors cannot be guaranteed specific broadcast times. The Sponsorship Director shall encourage potential clients to participate as "season sponsors" which shall provide for weekly messages as a multiple of the number weeks in a given season. For example, on average there are 15 weeks to a season. A season sponsor would buy two or more announcements per week. PRACTICE: in formulation. The Sponsorship Director shall provide the General Manager sales agreements which include "air ready" copy and payment in advance. This will include an email indicating a) The Sale Receipt Number b) The Name, Contact Name, Address and Phone Number of the Sponsor. c) The number of announcements to be aired and when. d) The announcement script. The Sponsorship Director shall deliver the payement with the sales receipt to the General Manager. Upon approval by the General Manager, the Sponsorship Director shall prepare a tape for broadcast, and shall email list of messages to to aired to the Programme Director for scheduling with a copy to the General Manager. This shall be done by Noon on the Thursday preceding the week the messages are scheduled to air. Operators shall ensure that the scheduled annoucements are aired, and that Programme Logs are initialed and the "actual" time that the ads are aired is written on the Log sheet. Problems: The General Manager may refer an agreement back to the Sponsorship Director for modification. If for whatever reason the Programme Director cannot schedule messages for a particular week they shall schedule "make goods" for the week following and send notice of same to the General Manager and the Sponsorship Director. Remuneration: The Sponsorship Director shall receive 50% of gross sales. They shall be responsible for covering their own costs such as phone, transport & photocoping. They may from time to time apply to the General Manager for the costs of exceptional items to be covered by Trent Radio. Provision is made for a split of 90/10 of the commision should someone other than the Sponsorship Director expedite a sponsorship. The replacement cost of about $4,000 per machine, and there is little support for this format; 1/2 trk stereo, 7-1/2" ips with 1.4", 1 mil tape on 10" reels. The tape costs about $0.80 per minute, and the medium is degraded when spliced. Approximately $50 worth of materials would be expended for a 30 minute production. Splice blocks are now a special order and rumour has it that 3M has stopped making splice tape. Tapes are bulky, using up precious active storage space, and the whole system is fiddly and exotic to the present generation of programmers and operators, many of whom have never seen a machine in action. Fast-spinning reels can be a hazard. It is a substandard archival medium, subject to degradation over time and destruction unless compentently handled during playback. Finally, Trent Radio does not have the resources to replace the machines or to underwrite the operational expense of tapes used in production. It is time to bid the medium and the skills which made it useful for 50 years adieu, and look for an new system. Audio Cassette and VHS Hi-Fi offer a cheap and high density audio storage of variable quality. However, both are prone to the same signal loss and neither provide adequate precision for editing. While crude butt editing is being done with cassette, the process is quirky and the results, given the time spent in production, are less than gratifying. DIGITAL AUDIO: A Digital Audio system, which 15 years ago seemed like sci-fi, can now be set up on an ordinary, present day, personal computer with the addition of some specialised peripherals and software. Keeping in mind that the primary function of the project outline here is to provide a production tool to support programmers and thus enhance programming, one can easily start to see all kinds of extended applications. Some examples could be; a hard disk system used as a logger. a local network set up in Trent Radio House such that audio could be produced, auditioned, aired, catalogued, transferred and otherwise processed from any computer on the network. an Internet connection to this network providing producers access to sound files around the world, with the "on-air" output being set up for Internet "broadcast" Once audio has been captured into the digital domain, it can be transferred to a mass storage system providing good preservation of content and easy access to those who need it. IMPLEMENTATION: The contemplated project will present challenges, many hurdles which will have to be cleared before it can be determined that it is a real boon to programming. While digital audio is becoming the norm for commercial broadcasters, and similar technology is being used for broadcast video production, a great deal of organisational learning is indicated at Trent Radio. There will be some period of the blind leading the blind. As happened last year, some of our programmers can render significant aid. We must cultivate their help. In addition, the choice of equipment supplier will have to include a determination of their capability to provide support and advice during and for some after set up, to mitigate problems. To this end, we hope to find a local supplier who would actually be thrilled to be part of this, willing to recognise Trent Radio's non-profit and educational character, and who could see the efficacy of becoming a Trent Radio benefactor/sponsor. It is anticipated that many of our student programmers will easily take to the technology while learning about radio. Most have email, and they are more familiar with computer concepts than they are with phonographs. The other half of our rough complement of 160 volunteer programmers come from the community. From among them there will be more than one or two who will find the system a challenge. It is hoped that we have a system which will be as rugged and easy to use as a telephone or a CD player (which also use digital technology.) The digital audio system at Trent Radio shall comprise two personal computers, with one installed in the On-Air studio and one installed in the Production studio, with a network link providing a pathway for transfer of audio files. While a higher performance computer is needed for production, it is recommended that a similar PC be used in On-Air to provide redundancy in an instance of temporary component failure. (It is easier to repair a device when it can be compared to its working "twin" PRODUCTION STUDIO Hardware: (see detailed specification below) P100 or P166 CPU Full duplex audio card CD Recorder or other mass storage medium - for archiving audio files Software to provide: digital audio editing and mixing playback of audio pieces when needed automated dubbing of CD music Principles of Operation: Audio is produced in the Production Studio and recorded onto the hard drive Production Studio PC. When completed, the finished audio is then transferred via the network link to the Air Studio PC. Alternatively, audio may be transferred to the CD Recorder for the Archive. Audio is dubbed into the system off CD ROM with, which allows for automated dubbing of multiple cuts off of a single audio CD. Installation: The Monitor shall be mounted below the equipment desk, facing up, such that it can be viewed through a tempered glass "window", fitted flush with the desk surface. Input audio shall come from the Prodution Studio Record Buss, with output audio connected to a mixer input strip. A sliding keyboard tray shall accommodate the keyboard and mouse. The unit shall be placed such that access to the floppy drive is restricted, fan noise is reduced to a minimum, and it has adequate ventilation. Installation: A smaller (14" or 12") monitor shall be mounted between the transom and CD/Cassette rack. A fixed trackball peripheral shall provide access to all normal operations. SPONSORSHIP Local suppliers are asked to consider supporting Trent Radio through sponsorship. A Regular Season Sponsorship runs for 15 to 17 weeks in multiples of two, thirty second, messages per week. This means a Trent Radio Season Sponsor can choose to have 2, 4, 6, 8 &c sponsorship messages aired per week for the season (usually 15 - 17 weeks) Trent Radio has three broadcast seasons a year; Fall, Spring and Summer - we try to pretend that "winter" doesn't exist. There is a sliding scale such that a Season Sponsor with 2 messages per week would pay $250 per season ($250 / 15wks / 2msgs per wks = $8.33/msg), while a Sponsor with 14 messages per week would pay $972 or $4.63 per message. Our licence with the CRTC prohibits us from broadcasting full blown advertising, however local business are attracted by the idea of supporting a not-for-profit community broadcaster, the understated style, and the exceedly reasonable cost.
